Panic as inmate dies in cells under unclear circumstances

KAKUMIRO.

Police, prison authorities and other security agencies in Kakumiro district are investigating a case in which an inmate died at Kyabisenge government prison in Kakumiro Town council. 

Mr Francis Alinaitwe died on Thursday night in his prison cell under unclear circumstances. 

The officer in charge Kyabisenge prison Mr Fednand Beka when contacted by Daily Monitor said the deceased who is a resident of Rusorera village, Kijangi Sub County, was remanded to prison on April 17 after he was charged with assault at Kakumiro police station. 

On Friday morning, security agencies interrogated the officer in charge of the facility for about three hours to ascertain the cause of death. 

Security operatives have also interrogated inmates during a meeting which was held inside the prison cells. 

A source from the management of the prison who preferred to remain unanimous due to the sensitivity of the incident said that some inmates are being tortured, adding that top prison authorities should intervene and save the situation.

Daily Monitor could not independently authenticate this source’s claims since the regional prisons commander declined to comment on the matter. There was also no access to the alleged tortured inmates. 

However, Beka was linked the death of the inmate to HIV related illnesses since he had the virus.

‘‘The man was remanded here on April 17 this year and he was on HIV/AIDs drugs. He became weak due to the conditions here and we found him dead in the cells in the morning,’’ Beka said. 

By the time of compiling this story, the deceased’s body was still lying at Kakumiro health center IV mortuary awaiting examination.
