KAMPALA. President Museveni has elevated five judicial officers to the position of full registrars of Courts of Judicature.

The promoted judicial officers who were previously on the rank of deputy registrars are; Immaculate Byaruhanga Busingye, Esta Nambayo, Emmy Vincent Mugabo, Isah Sserunkuma and Philip Odoki.

“In exercise of the powers vested in the President by Article 145 (2) of the Constitution, I hereby appoint the persons listed ….as registrars of the Courts of Judicature.” reads in part President Museveni’s letter dated May 23 to the chairperson of the Judicial Service Commission (JSC), Justice Benjamin Kabiito.

The stamp on same instrument of appointment of the five officers was received by the chairperson of the JSC on June 4.

The appointment of the five registrars now brings the total of full registrars to eight.

The core mandate of registrars of courts of Judicature is to do administrative work by helping in the running of the Judiciary, for example organising for criminal sessions.

Notable in the promotion are Mr Mugabo who doubles as the Public Relations Officer of the Judiciary and Mr Odoki who is also the personal assistant to Deputy Chief Justice Alfonse Owiny-Dollo.

Some of the promoted officers could not hide the joy on hearing the good news.

“My lords, your worships, what a humbling moment. Thank you for the love, prayers and blessings you have sent us. It’s an honour to serve and be recognised by the entire family. All glory goes back to the Almighty,” registrar Mugabo said in reaction to enormous congratulatory messages sent to him by his fellow colleagues yesterday.
